The International Campaign For Saving Syrian Prof. Aref Dalila?s Life And Releasing Him
نحن الموقعين أدناه ، كتابا وصحفيين وفنانين وأكاديميين ومدافعين عن حقوق الإنسان ومعنيين بالشأن العام ، من العالم العربي وأنحاء العالم الأخرى ، نطالب الأمين العام للأمم المتحدة السيد كوفي عنان ، والمدير العام لليونيسكو(*) السيد كوتشيرو ماتسورا بالتدخل الفوري لدى النظام السوري من أجل إنقاذ حياة المفكر الاقتصادي والكاتب والأستاذ الجامعي الدكتور عارف دليلة ، والقيام بتحرك جدي وفعال من أجل إطلاق سراحه . كما وندعو هذه المنظمة لتجميد عضوية سورية فيها إلى حين إطلاق سراح جميع معتقلي الرأي ، وفي مقدمتهم الكتاب والصحفيون والمدافعون عن حقوق الإنسان .
خلفية :
الدكتور عارف دليلة من مواليد محافظة اللاذقية العام 1942 . اعتقلته أجهزة المخابرات السورية بتاريخ 9 أيلول / سبتمبر 2001 مع عدد من المدافعين عن الحريات الديمقراطية في سورية ، وحمكت عليه محكمة أمن الدولة ـ شبه العسكرية بالسجن عشر سنوات مع الأشغال الشاقة !! وكان السبب المباشر لاعتقاله محاضرته " الاقتصاد السوري ـ المشكلات والحلول " التي حلل فيها عملية التدمير المنهجي المنظم للاقتصاد الوطني على أيدي السلطة ورموز فسادها ، وطالب فيها بالديمقراطية والشفافية كطريق لا بد منه لإنقاذ البلاد من حالة الدمار والخراب التي وصلت إليها في ظل حكم النظام الشمولي .
ورغم وضعه الصحي السيء والأمراض التي يعاني منها ، وبشكل خاص داء السكر واضطراب النظام الوظيفي للقلب ، وتقدمه في السن ، أصر الرئيس السوري على وضعه في زنزانة انفرادية منذ اعتقاله حتى الآن !!
يعتبر الدكتور دليلة واحدا من ألمع المفكرين الإقتصاديين العرب . وله في مجال الفكر الاقتصادي مؤلفات هامة عديدة لعل أبرزها " الاقتصاد السياسي ، تاريخ الفكر الاقتصادي، النظام العالمي الجديد و إشكالية التخلف و التقدم، أفكار ابن خلدون الاقتصادية .... إلخ" ، فضلا عن العديد من الكتب التي نقلها إلى العربية ، ومئات الأبحاث والدراسات وأوراق العمل التي قدمها في مؤتمرات علمية .
وبسبب شروط اعتقاله بالغة السوء ، والضرب والإهانات اللذين تعرض لهما في فرع التحقيق التابع لشعبة الأمن السياسي ، تدهور وضعه الصحي خلال الأسابيع الأخيرة على نحو خطير ، إلى حد أن السلطة نفسها استدعت أشقاءه لممارسة الضغط العاطفي عليه من أجل قبوله إجراء عمل جراحي إنقاذي في القلب . وهو ما رفضه رفضا قاطعا ، رابطا ذلك بإطلاق سراحه . وكان أحد المفكرين العرب قد تدخل العام الماضي لدى الرئيس السوري بشار الأسد من أجل إنهاء عزله الإنفرادي والسماح بنقله إلى المشفى ، إلا أن الرئيس السوري رفض ذلك ، معتبرا أن ما يلقاه الدكتور دليلة " جزاء عادلا لكل من يعمل على زعزعة ثقة الجماهير بالثورة والنظام الاشتراكي في سورية "!!
إن الموقعين على هذه العريضة / المذكرة يعتبرون اعتقال واستمرار اعتقال الدكتور دليلة ، وسائر المثقفين ونشطاء حركة الحريات الديمقراطية ، اعتداء بربريا على ثقافة و قيم الديمقرطية وحرية الرأي والتعبير والبحث الأكاديمي من قبل طغمة استبدادية معبأة بثقافة الحقد والكراهية إزاء كل ما هو حضاري وديمقراطي .

(*)ـ سيتم تقديم هذه المذكرة إلى السيد كوماتسورا يوم الخميس ، 9 أيلول / سبتمبر القادم ، وهو اليوم المصادف مرور ثلاث سنوات على اعتقال الدكتور دليلة .
The International Campaign For
Saving Syrian Prof. Aref Dalila?s Life And Releasing Him
We , the undersigneds ( writers, journalists,artists,academics and human rights advoctors ?),from the Arab world and other countries, request Mr. Koffi Annan ,the general secretary of the UN, and Mr.Koichiro Matsuura, the director-general of UNESCO (*), to intervene as soon as possible with the Syrian regime for saving professor, economist and writer Dr.Aref Dalila , and do eveything possible for releasing him. As well, we call on this UNESCO to block Syria?s membership until releasing all opinion prisoners, especially writers, journalists and human rights advocatores.
Background :
Prof. Aref Dalila , born in the governerate of Lattakia in 1942, was arrested on 9 September 2001 by the Syrian Security Deparment-SSD, and sentenced to 10 years in prison with hard labor by the semi-military Supreme Court for State Security. The cause was his lecture ?Syrian Economy- Problems and Solutions? in which he analyzed the mezodic destruction of Syria?s national economy by the regime?s corruptionists , and called for democracy and transparency as an indispensable way for saving the country from the situation of destruction it has reached under the totalitarian regime.
Despite the bad position of his health and the diseases he is suffering, especially diabetes and heart disease , the Syrian president has insisted to put him in a solitary confinement !!
Dr. Dalila is one of the most famous Arab economists. He has written many books in the fild of economics and its theories like : Political Economics, History of Economic Thought ,The New World Order and the Poblems of Underdevelopment and Progress and Ibn Khaldoun?s Economic Ideas ?, not to mention a lot of books translated by him ito Arabic , and hundreds of essays and papers published by reviews or /and contributed to scientific conferences.
Because of the bad circumstances of his arrest, and the hitting he had been subjected to in the SSD?s Branch of Investigation , the position of his health has seriously aggravated during last weeks so much so that the regime requested his family to pressure him in order to accept undergoing a saving operation in his heart, which he has rejected absolutely as long as he is still arrested.Herein it?s important to mention that last year an Arab intellectual , from Egypt, asked the Syrian president Bashar al-Assad for putting an end to Dr. Dalila?s solitary imprisonment and for hospitalizing him . But the president absolutely refusing that, considering what Dr. Dalila is suffering a ? Just punichment to all persons who work for undermining the mass?s confidence in revolution and the socialist regime of Syria?!!
The undersigneds consider the arrest of Prof. Dalila and the other activitors of movement for democracy a barbaric aggression aginst the culture and worths of democracy and the freedom of expression and academic research by a despotic camarilla charged with grude and distaste towards everthing democratic and civil.
